A Technical Requirements Lead is required to work on a project to assist with the preparation of a Police Innovation Fund (PIF). Specifically the work will be related to National Offender Management Systems.
A number of national capabilities are currently in place to assist with offender management, costing policing approximately £4 million a year. They include IDIOM, PINS, PARIS, the prisoner recall service (inputting data into police databases about offenders released from prison on licence), and ViSOR (the Violent and Sexual Offender Register) – and the plethora of offender management systems acquired individually by Police Forces.
Please Note: Knowledge of offender management or policing environments, and their supporting organisational structures and technical architectures, will be an advantage. SC Level clearance is essential.
As the Technical Requirements Lead you will be responsible for analysing existing offender management systems and processes in order to produce an accurate assessment of current technical capabilities, their interdependencies, overlaps, gaps and opportunities; engaging with industry to identify options for using technology to deliver the required new business processes, including implications for transforming existing capabilities; working with stakeholders to develop the supporting set of technical requirements; producing a technical solution context diagram and supporting material to illustrate how the new solution(s) will fit into the broader technical landscape and providing appropriate technical support to the Business Requirements Lead in production of the business case, implementation plan and commercial models. This will include providing an assessment of the likely sizing of the new solution(s) in respect of processing, bandwidth and storage to support a national capability and cost estimates for the various components of the new solution(s).
As the Technical Requirements Lead you will be an experienced technical enterprise architect with a proven track record in technical assessment, requirements gathering and solution design / costing. Policing or similar domain experience will be an advantage.
You will work closely with the Business Requirements Lead (and Project Manager) to ensure that all the individual work streams produce a coherent overall set of deliverables and that the Company is sighted on all aspects of the project’s delivery throughout its lifecycle.
This work should largely be able to be undertaken remotely, with the majority of stakeholder meetings expected to be either in London or in South Wales, where the Customer’s main business sponsor is based. SC Level clearance is essential.
