A Business Requirements Lead / Project Manager is required to work on a project to assist with the preparation of a Police Innovation Fund (PIF). Specifically the work will be related to National Offender Management Systems.
A number of national capabilities are currently in place to assist with offender management, costing policing approximately £4 million a year. They include IDIOM, PINS, PARIS, the prisoner recall service (inputting data into police databases about offenders released from prison on licence), and ViSOR (the Violent and Sexual Offender Register) and the plethora of offender management systems acquired individually by Police Forces.
Please Note: Knowledge of offender management or policing environments, and their supporting of offender management systems acquired individually by Police Forces along with organisational structures and technical architectures, will be an advantage. SC Level clearance is essential.
You will be responsible for working with key stakeholders to produce an agreed Vision and set of supporting capability statements for the management of information about offenders; analysing existing business processes in order to produce an accurate assessment of existing capabilities and thereby identify interdependencies, overlaps, gaps and opportunities; developing detailed business and user requirements; and leading on the production of the supporting business case, indicative implementation plan, and suggested funding / commercial options.
As the Business Requirements Lead will also act as the project manager for the delivery of this task. You will have a strong track record in facilitating workshops, undertaking organisational analysis and design, streamlining processes and creating / articulating new operating models. You will also be adept at process mapping, cost capture and benefits identification, analysis and modelling. Significant project management experience is essential and policing or similar domain experience will be an advantage. In addition, as the Project Manager and Business Requirements Lead you will be responsible for leading on the production of the supporting business case, indicative implementation plan, and suggested funding / commercial options.
You will be an experienced business enterprise architect with a proven track record in project management, operational design, workshop facilitation, business requirements gathering / specification and business case generation.
This work should largely be able to be undertaken remotely, with the majority of stakeholder meetings expected to be either in London or in South Wales, where the Customer’s main business sponsor is based. SC Level clearance is essential.
